4. Any civil war in any area should be handled in this way until all civil wars in the city are quelled. If there is a martial law order, it can also be lifted to save police force.

5. After the civil war is quelled, handle it according to the original plan.

Leader Line

1. The first four chapters prepare the guards and sign all the governing bills.

2. Same as above, protect all areas, but without peacekeeping.

3. While the game is getting tense at the beginning, hold a parliament meeting (it can be an emergency meeting) to approve the supreme leader's power.

4. Implement governance in central areas and do not withdraw protective police forces.

5. The civil war will end once the rule is implemented.
